Cleaned up Task UI

This week, we updated the UI for tasks in Keeper to give the app a fresher, more modern look and feel.

Other Improvements

When recategorizing an account on a transaction, the account list will now show up in the order of the Chart of Accounts rather than alphabetical order.
Added tooltips to make it easier to see the name of the Preparer/Reviewer/Manager on the Client List.
Non-transaction question tags are now included in table search.

Bug Fixes

Fixed a bug causing some receipts files to get stuck in the "Scanning" state indefinitely.
Fixed a bug preventing some GST/HST values from being scanned in Receipts.
Fixed a bug preventing some HEIC-type files from being converted to JPEGs.
Fixed a bug causing some section filters not to work on the Task List.
Fixed a bug preventing users form removing a value in dropdown properties on the close page.
Fixed a bug preventing users from uploading files whose name contains a colon (e.g., "2024: file.pdf").
Fixed a bug preventing close status reasons from updating for some users.
Fixed a bug preventing the list of clients in a timer from showing up in alphabetical order.
Fixed a bug causing some clients' effective hourly rate calculations to be incorrect.
Fixed a bug causing files that were deleted in the Client Uploads Inbox to reappear.
Fixed a bug preventing users from adding vendors to Journal Entry lines.
