Allow all client contacts to view uploaded receipts in My Receipts

Currently only the client that uploaded the receipt can view it in their portal under Files --> My Receipts. It would be helpful if other client contacts could also view the receipts to ensure that they have been uploaded and avoid duplicates

We also want the clients to be able to see receipts that were emailed into the Inbox in this same spot (My Receipts). The clients have no idea of an auto-forward rule actually worked.

My clients would also like to see who uploaded the receipts. If there could be a sort for that, it would be helpful!
