Needed for when $$ moves or is calculated with a timer. Usually can be date driven but not always. So...stating the obvious here -- but this is super critical if the timers are going to be used: 1) Lock edits after client is billed 2) Lock edits after standard user is paid for a timer, and 3) Super or Admin user can unlock to fix/edit a timer

** Also, add codes for "locked", and "adjusted" or other code for status of timers edited after unlocking/fixing
